Halifax Class Combat System contract reaches Initial Operational Capability

After years of collaboration, the Halifax Class Combat System (HCCS) In-Service Support (ISS) Major Surface Combatant (MSC) team met with the General Dynamics Mission Systems Canada (GDMS-C) team on December 7, 2022. The project review meeting marked the declaration of the HCCS contract’s Initial Operational Capability and the beginning of the steady-state phase. The six-year contract was awarded in November 2020 to GDMS-C with options to extend.

The HCCS ISS program provides in-service maintenance for Halifax Class radar systems and will enable Director General Maritime Equipment Program Management (DGMEPM) to undertake key sustainment activities towards supporting the Halifax Class radar systems until the class is replaced by the Canadian Surface Combatant (CSC). It will also help the Department of National Defence better understand which ISS constructs may be suitable for the future combatant fleet.

The HCCS ISS program leverages lessons learned from other navy and Materiel Group programs, including principles from the Halifax Class Modernization/Frigate Life Extension (HCM/FELEX) program and the Arctic Offshore Patrol Ship/Joint Support Ship In Service Support (AJISS) contract. Through a team approach under the Canada Industry - Integrated Program Team (CI-IPT) construct, the HCCS ISS program also benefits from frequent collaboration and knowledge transfer with industry and enables the ISS contractor to provide effective service delivery to Canada.
