NORAD Evolution

The Canadian Global Affairs Institute (CGAI) has just published a very interesting policy paper by Dr. Andrea Charron and Dr. Jim Fergusson at the Centre for Defence and Security Studies, University of Manitoba. The paper is called “Beyond NORAD and Modernization to North American Defence Evolution.” They suggest that while modernization of the North Warning System will occur, there will also be “significant evolutionary changes” to NORAD Command. In addition to concerns about various elements of Russian behaviour, there are increased concerns about maritime threats – thus Charron and Fergusson “raise the question whether NORAD should evolve into a binational air-maritime defence command.” They also discuss the ongoing Evolution of North American Defence (EVONAD) study.
