Madam Justice Louise Arbour has issued some preliminary recommendations as she looks into sexual misconduct in the Canadian Armed Forces. She supports the recommendation of two previous reports – i.e., that investigation of sexual misconduct in the military should not be conducted by the military itself but by the civilian justice system. And in one of her first acts as Minister of National Defence, Anita Anand announced that she is transferring the investigation and prosecution of sexual misconduct cases within the Canadian Forces into the civilian justice system. It’s regrettable that this was not done in 2015 when it was first recommended. Perhaps a lot of grief could have been avoided.
