Crewing Proposal

A paper written by Lieutenant-Commander Mark McShane, entitled "Navigating the Perfect Storm: An Alternative Crewing and Ship Readiness Model," details how using a similar method of crewing as used by American and British SSBN crews (Gold / Blue & Port / Starboard) could work with Canada's current crewing problems. 

The way the US and UK operate their SSBNs is by crew rotation on one platform. This proposal will see one crew ready to deploy on the ready ship. Crews rotate as well as platforms -- therefore, if you're drafted to HMCS Toronto this time, next deployment may be on another frigate or whichever ship is to be put to sea.

It's an interesting and novel proposal regarding the crewing issues faced by the RCN and how to alleviate it.
