Paul Kennedy's article, “To Rule the Waves: the Rise and Fall of Navies,” is asking all the right questions with regard to the West’s curious shortsightedness in not adequately funding their navies while the advanced Asian nations all seek major naval capabilities. See particularly his highlighting of the recent Chinese effort to educate their people on Mahanian principles commencing with the retelling of the rise of English economic and naval mastery during the reign of Elizabeth I. I address some of our recent shortsightedness in this regard in the editorial to the next edition of the Canadian Naval Review.
